DISTRICT OVERVIEW

Baksa district is an administrative district in the state of Assam, India, under the jurisdiction of the BTC (Bodoland Territorial Council) and the Government of Assam. The district was created in the year 2003 and plays an important role in the administrative and infrastructural development of the Bodoland region. 

Baksa district is located in the north-western part of Assam with the district headquarter at Mushalpur, which is 105 Km away from state capital Dispur, Guwahati and 20 Km away from National Highway no.31 towards north. The main mode of connectivity with the district is by Road. The district headquarter is linked to the National Highway 31 mainly at two junction points namely Barama and Kadamtola. It shares its border with Tamulpur district in the east, Barpeta, Nalbari and Kamrup districts in the south and Chirang district in the west. The district also shares the privilege of having International Boundary with Bhutan in the North. The gentle and gradual slopes can be seen stretching from the foot hills of Bhutan and reaching out to the southern tips of Barpeta, Nalbari and Kamrup district.

DEPARTMENT OVERVIEW

The Public Works Department, Assam was originally established in the year 1880 during British rule to execute infrastructure development works. Over time, with increasing workload and administrative requirements, the department was reorganized, and in May 2010, the erstwhile Public Works Department was bifurcated into two departments viz.1) Public Works Roads Department, Assam 2)Public Works Buildings & National Highways Department, Assam.

Baksa district, with its headquarters at Mushalpur, is an important administrative district of Assam. The PWD Mushalpur (R&B) Division, Mushalpur was created in 2008 with Head Quarter at Mushalpur in Baksa District. There are three Sub-Divisions in Baksa District Viz (a) PWD Mushalpur (R&B) Sub-Division, Mushalpur, (b) PWD Salbari (R&B) Sub-Division, (c) PWD Barama (R.R) Sub-Division.

CORE FUNCTIONS AND RESPONSIBILITIES:-

  1. Preparation of master plans, project reports, and development strategies for road networks across Assam.

  2. Designing roads, bridges, culverts, and related structures as per technical standards and safety norms.

  3. Execution of new road projects, bridges, and infrastructure works under various State and Centrally Sponsored Schemes.

  4. Regular maintenance, repair, strengthening, and upgradation of existing roads and bridges.

  5. Ensuring quality assurance, technical compliance, and adherence to engineering standards.

  6. Tendering, contractor supervision, project monitoring, and financial management of works.

  7. Enhancing rural and urban connectivity to promote trade, mobility, and socio-economic development.

 

MAIN OBJECTIVES:-

  1. Improve road connectivity between rural and urban areas to ensure seamless mobility and Support trade, commerce, tourism, and regional development through better infrastructure.
  2. Develop durable, safe, and environmentally sustainable road networks and Facilitate easier access to healthcare, education, markets, and administrative services.
  3. Ensure timely execution of projects and efficient utilization of public funds.

ROLES AND RESPONSIBILITIES:-

Executive Engineer

Overall Divisional Head, Executive In-Charge of all works.

Assistant Executive Engineer(TC)

  • Technical study of all official estimates coming from Sub-Divisions. 

  • Assist in the preparation and processing of contract documents and evaluates bids for approval by higher authorities.

  • Drafts replies to any queries and prepares periodic progress report for the Executive Engineer.

Assistant Executive Engineer

Act as the primary field level manager responsible for a specific geographical or functional Sub-Division within an engineering department.

 

Assistant Engineer/Junior Engineer

In charge of a section, responsible for daily supervision, surveys and billing.

Account Officer

Manages financial transactions and ensure audit compliance.

SCHEMES AND PROJECTS

  1. Under PMGSY, a total of 206 Nos. of roads having a total length of 732.853 Km were sanctioned. All the 206 Roads having total length of 732.853 Km are completed.

     

  2. 45 Nos. of bridges have been sanctioned till date under PMGSY. Out of them, all the bridges have been completed.

 

  1. A total of 337 Nos. of Habitations has already been connected by PMGSY.

 

  1.  29 Nos. of Roads for a total length of 38.357 Km & 8 Nos. of RCC Bridges for Batch-1 under PMGSY-IV have been proposed and sanction from the MORD is awaited.

 

  1. Total 18 Nos. of RCC bridges, 10 Nos. of road & 1 No. of Embankment cum road are sanctioned under RIDF (NABARD), out of which 16 Nos. of RCC Bridge & 4 (Four) Nos. of Roads and 1 No. of embankment cum road have already been completed and the remaining works are in progress.

 

  1. Total 107 Nos. roads and 6 Nos. of RCC Br. have been sanctioned under SOPD (Goodwill) having total sanctioned length of 204.018 Km; out of which 92 Nos. of roads having a total length of 187.593 Km and 3 Nos. RCC Br. have been completed.

     

  2. 2 Nos. of Asom Mala 2.0 schemes (i) Barama-Nikashi Road (length 24.863 Km) and (ii) Barama- Dhamdhama-Tamulpur (length 26.145 km) have been sanctioned and they are under progress. And 3 Nos. of Roads having total length of 35.345 Km under Asom Mala 3.0 have been taken up anew under Baksa district, and tendering process is completed.

 

  1. Total 7 Nos. of RCC Bridges under ARRBP, funded by the World Bank, have been sanctioned under Baksa District, out of which 5(five) are under progress.
