2. Department Overview

  • Brief description of the department:

    The Department of Fisheries function under Government of Assam and is responsible for the development and management of fisheries resources of Baksa district. The department works to promote fish production, improve livelihood of fish farmers and ensure sustainable use of aquatic resources. The department plays an important role in strengthening the rural economy of the district through fisheries and sustainable aquaculture practises.

Core functions and responsibilities: 

1. Resource Development & Management

  • Development of inland Fisheries viz. ponds, rivers, beelsetc
  • Stocking of fish seeds/fingerlings in water bodies.
  • Conservation of aquatic biodiversity and prevention of overfishing.

2.Aquaculture Promotion.

  • Encouraging scientific fish farming (pond culture, cage culture, biofloc, etc.).
  • Providing technical guidance to farmers.
  • Promoting integrated Fish farming system (fish + poultry, fish + agriculture).

3. Financial Support & Schemes

  • Implementation of government schemes (subsidies, loans, insuranceetc).
  • Support under programs like PradhanMantriMatsyaSampadaYojana.
  • Assistance for pond construction, fish seed and fish feed

Key Responsibilities.

  1. Development of Fisheries Resources

  • Identify and develop ponds, tanks, rivers, and reservoirs.

  • Increase fish production through scientific methods.

  1. Promotion of Aquaculture

  • Encourage fish farming (pond culture, cage culture, biofloc).

  • Provide technical guidance and extension services.

  1. Implementation of Government Schemes

  • Execute schemes like PradhanMantriMatsyaSampadaYojana (PMMSY)

  • Provide subsidies, financial aid, and insurance support.

4. Fish Seed Production & Supply

  • Establish and manage hatcheries.

  • Ensure availability of quality fish seeds/fingerlings.

5. Training & Capacity Building

  • Conduct training programs for fish farmers and youth.

  • Promote skill development and entrepreneurship.

6. Regulation & Conservation

  • Enforce fishing laws and seasonal bans.

  • Prevent illegal fishing and protect biodiversity

7. Fish Health & Disease Control

  • Monitor fish diseases and provide treatment guidance.

  • Maintain water quality and hygiene standards.

8. Infrastructure & Marketing Development. 

  • Develop cold storage, ice plants, and processing units.

  • Improve marketing channels and reduce post-harvest losses.

  • Collect production statistics and maintain records.

  • Support formation of cooperatives and self-help groups.
