Basic Information: Handloom and Textile Department, Baksa (Mushalpur)

Established Date of office of the Assistant Director, Handloom & Textile, Baksa : 22nd October 2009

The Handloom and Textile Department Baksa district plays an important role in the socio-economic development of the region. The main objective is the overall development of the handloom weavers within the Bodoland Territorial Region. Efforts are being made to enhance productivity, improve product quality, and ensure the welfare of weavers. The sector promotes traditional weaving practices while adopting modern techniques to compete in wider markets. Special emphasis is given to skill development, market linkages, and financial assistance for artisans. Various government schemes support infrastructure development and capacity building. These initiatives help generate employment and increase income opportunities. Overall, the sector contributes to sustainable growth and empowerment of the weavers community in Baksa district.

Core Functions and Responsibilities: Handloom and Textile Sector, Baksa 

  1. Promote and develop the handloom and textile sector in Baksa district.

  2. Provide financial assistance, subsidies, and support under government schemes to weavers and artisans.

  3. Conduct skill development and training programs to improve weaving techniques and productivity.

  4. Supply modern tools, looms, raw materials, and technological support.

  5. Preserve and promote traditional weaving designs and cultural heritage of the region.

  6. Facilitate market linkages, exhibitions, and sales platforms for weavers.

  7. Ensure quality control and standardization of handloom products.

  8. Support the welfare and socio-economic upliftment of weavers and their families

  9. Impart technical education certificate courses in handloom and textile technology through HTC (Handloom Training Centre) and HTI (Handloom Training Institute) to develop skilled manpower for the sector. These institutions provide structured training in weaving, design development, dyeing, textile technology, and entrepreneurship, thereby enhancing employment and self-employment opportunities in Baksa district

3. Roles and Responsibilities

Assistant Director H&T Baksa

The Assistant Director (Handloom & Textiles), Baksa under the Directorate of Handloom & Textiles is the senior district-level officer responsible for supervising all handloom activities in Baksa. 

Superintendent,H&T Handloom Training Institute Mushalpur 

 

 

The Superintendent (Handloom & Textiles) of a Handloom Training Institute is the Head of the Institute He/She manages the 1-Year Certificate course in Handloom Technology with 25 seats, supervises training and staff, handles administration, and ensures proper payment of stipend to eligible trainees.  The Superintendent is responsible for the academic, financial, and administrative management of the institute.

Superintendent,H&T Handloom Production Centre (HPC) Mushalpur 

 

 

The Superintendent (Handloom & Textiles) of the Handloom Production Centre (HPC), Mushalpur is responsible for managing and supervising handloom production and registered weavers under HPC. He/She oversees daily production, ensures quality control, manages weavers and raw materials, maintains stock and financial records, implements government schemes, and supervises staff to ensure smooth functioning of the HPC, Mushalpur.

Superintendent,Handloom and Textile Salbari 

 

The Superintendent (Handloom & Textiles) is the Sub-divisional Head of H&T Salbari. He/She supervises all handloom activities, monitors Handloom Trainaing Centre(HTC) Within the Salbari Sub-division, ensures implementation of all government schemes, maintains records of weavers and production, addresses grievances, supervises staff, and  ensure smooth functioning and development of handloom activities in the sub-division.

A.  Handloom Training Center (HTC) Mushalpur, Barama and Salbari 

 Artisan Course

  • Course Duration: 1 year

  • Eligibility:

    • Age: 15–25 years

    • Minimum Education: Class VIII pass

  • Stipend: ₹1500 per month (minimum 80% attendance required)

  • Admission Notification: Advertisement published in January every year

  • Apply Online: Sewa-Setu Portal

BHandloom Training Institute (HTI) – Mushalpur

· Course: 1 Year Certificate in Handloom Technology

· Eligibility: Class 10th pass + 1 year Artisan Course of HTC

· Age: 18–30 years (relaxation as per Govt. rules)

· Stipend: ₹2500 per month (minimum 80% attendance required)

· Reservation: As per Govt. policy

· Apply Online: Sewa-Setu Portal

· Weavers Extension Service Unit (WESU) – Focuses on outreach, technical support, and capacity building for local weavers the State with the objective of strengthening the handloom sector and supporting traditional weavers. The primary aim of the programme is to enable weavers to carry out weaving activities at their homes by supplying required yarn and other inputs through the WESUs. These units provide continuous technical guidance and supervision through skilled and experienced technical staff to ensure quality production. After completion of weaving work and submission of finished fabrics to the respective units, wages are paid to the weavers as per the approved departmental rates.

· Handloom Production Center (HPC) – The aim of the Handloom Production Centre (HPC) is to produce decorative and value-added quality fabrics in the common production centre. Each centre is equipped with looms along with improved appliances such as draw boy, jacquard, take-up and let-off mechanisms. The weavers work at these centres under the supervision of technical personnel and are paid wages based on their production.Facilitates the organized production of handloom fabrics and ensure quality control.

 

· Yarn Bank MushalpurA Yarn Bank is a facility established to ensure timely availability of quality yarn to weavers at reasonable rates. The main objective is to protect weavers from market price fluctuations and shortage of raw materials. Under this system, yarn is procured in bulk and supplied to individual weavers, Self Help Groups (SHGs), cooperative societies, and production centres as per requirement. By providing easy access to raw materials, the Yarn Bank plays an important role in strengthening the handloom sector and supporting the livelihood of weavers.

·  Insurance Schemes for Handloom Weavers :Handloom weavers can avail the following Government social security schemes:

Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

  • Provides ₹2 lakh life insurance coverage (in case of death due to any reason)

  • Age group: 18–50 years

  • Low annual premium

  • Provides financial security to the weaver’s family

Pradhan Mantri Suraksha Bima Yojana (PMSBY)

  • ₹2 lakh coverage for accidental death or full disability

  • ₹1 lakh for partial disability

  • Age group: 18–70 years

  • Very low annual premium

The Weaver MUDRA Scheme:This scheme is a Government of India loan scheme under the Ministry of Textiles to help handloom weavers get easy and affordable bank loans.

  •  For individual weavers, SHGs, and handloom organisations

  •  20% margin money subsidy (up to ₹25,000 for individuals)

  • Low interest rate (around 6% for first 3 years)

  •  Loan available through banks under Pradhan Mantri MUDRA Yojana
