2. Department Overview
Brief description of the department:
Assam Public Health Engineering Department (APHED) is the nodal State Government's department for the rural and urban areas of Assam. The department was created in the year 1956.The department is entrusted with the responsibility of providing safe drinking water and sanitation facilities along with best hygiene practicesof Assam. This department is managed by highly qualified and professional staff.
Established Date: Baksa PHE division was established on 21st August, 2009.
Under its jurisdiction 2 number of sub divisions are working presently-(i) Mushalpur PHED Sub division and (ii) TamulpurPHED Sub Division. Total 2 numbers of water quality testing laboratories are present under PHE BaksaDivision 1. District Level Laboratory (DLL) atMushalpur. 2. Sub-Divisional Level Laboratory (SDLL) at Tamulpur.Monitoring and water quality surveillance involves laboratory and field testing of water samples collected from water sources and FHTCs, Gram panchayat/VCDC and/or its subcommittee, i.e. VWSC/ PaniSamiti (WUC) etc. to identify, train and support women from local community to conduct water quality tests using Field Testing KIT (FTKs)/ Bacteriological (H2S) vials and report the results. The use of Field-Testing Kits (FTKs) in GP/VCDC level to know the extent of contamination and refer the positively tested samples to the nearby water quality testing laboratory for confirmation.
Core functions and responsibilities
Vision: - A clean and healthy Assam, in which each person individually and collectively owns and takes the responsibility to ensure an equitable and good quality of life through safe drinking water supply, adequate sanitation facilities and best hygiene practices.
Mission: - Enhance quality of life of the people by ensuring sustainable safe drinking water and sanitation facilities and services along with promoting hygiene practices according to their choices and affordability.
PHED carries out aforementioned activities of Assam through two centrally sponsored flagship programmes namely:
Jal Jeevan Mission (JJM)
Swachh Bharat Mission(G).
Apart from this centrally sponsored flagship programmes, PHEBaksa is also involved in other activities like:
(i)IEC (Information, Education and Communication) and IPC (Inter Personal Communication) among masses for generating awareness in cleanliness and frequent hand-washing practices for maintaining good hygiene.
(ii). PHE Department has been actively taking part during emergency like Flood, Covid-19 pandemic or any natural disaster which brings threat to mankind. PHE department has always taken part actively for supply of safe drinking water and sanitation facilities in flood camps as well as in various Covid-19 quarantine centres.
(iii). PHE Department has also done sanitization of all public places (PHCs, VCDC offices, Schools, Colleges, Markets etc.) and contaminated zones in coordination with District Administrations.
(iv.) Department has also been generating awareness among masses in eradicating social taboos/stigma against menstrual through Menstrual Hygiene Management (MHM).
(v) PHE Department is also involved in various flagship campaign like “Swachhata Hi Seva”; “GandagiMukt Bharat”; ‘Clean Puja Green Puja” ; “District level Monthly Swachhata Award”; “ Swachhata Green Leaf Rating” ; “Summer Internship Programme”; ‘HarGharTiranga”; “SwachhataPokhowara”; ‘ Mission Chamak”; SwachhSurvekshanGrameen”; “Vikshit Bharat SankalpYatra”; celebration of important days which covers various programmes including single use plastic collection and segregation programme, Shramdaan and tree plantation drives across all villages, wall painting activities across villages; school level competitions under Swachh Bharat Mission-Gramin.
(vi) Some promotional activities under Jal Jeevan Mission are initiated such as “HarGhar Jal” Certification programme “Jal JeevanSarvekshan”;“Jal Adda”; “Jal Baithak”; “Jal Arpan Divas”; “Janajatiya Gaurav Divas”; “Stop Diarrhoea Campaign”: “Jal Kosh” etc.
Main objectives: To ensure the planning, implementation and maintenance of safe drinking water supply and sanitation facilities for rural and urban population.
Safe Water Supply: providing adequate potable drinking water to rural and urban households, including schools, Anganwadi and institutions.
Sanitation Infrastructure: implementing low-cost sanitation, solid, and liquid waste management system to ensure hygiene living conditions.
Water Quality Surveillance: Monitoring, testing, and ensuring the quality of drinking water sources.
Infrastructure Development: Designing, constructing and maintaining water supply systems, pipeline and handpumps.
Disease prevention: Reducing water borne diseases and promoting community health through better sanitation and hygiene.

Role 2: Conducting IEC (Information, Education, and Communication) activities to promote hygiene practices and water conservation.
Role 3:Involving local communities (water user’s committees) in the operation and maintenance of supply water.

6. Schemes & Programme:
Jal Jeevan Mission (JJM)
JJM is a flagship programme of Govt. of India launched by Hon'ble Prime Minister on 15th August, 2019 which aims at providing Functional Household Tap Connection (FHTC) to every rural household. The programme focuses on service delivery at household level, i.e., water supply on regular basis in an adequate quantity of minimum 55 lpcd and of prescribed quality of (BIS – 10500:2012).
Swachh Bharat Mission—Grameen (SBM-G)
SBM-G is a flagship programme of Govt. of India launched by Hon'ble Prime Minister on 2nd October, 2014 which aims at providing access to safe and hygiene sanitation and WASH to every rural household in its first phase from 2014-19 to make India a Open Defecation Free (ODF).The 2nd phase started in 2020, SBMG is focusing on Safe management of solid Waste, Liquid Waste, Faecal Sludge etc along with sustaining the status of ODF and then it is declared as ODF PLUS status by improving the quality of life in rural areas.
7. Services Provided
Service 1:Arranging emergency drinking water supply and sanitation facilities during disasters, floods and various govt. programmes of Baksa district.
Service 2: Ensuring adherence to mission objectives, timelines and Quality standards/ Providing various community engagement activities like – organizing awareness campaign at various level such as Community Level; Village level; Block level; School level and convergence level through various initiatives/Media Engagement/Facilitating community involvement/Building partnership with local leaders, institutions and stakeholders/addressing socio cultural barriers affecting participation in education programmes/gathering community feedback to inform programming/using digital medium to promote community events & initiatives;
Service 3: Training & Capacity Building: Workshops & Hands-on Training & Follow-up/Capacity building for Water Users Committees (WUC) on financial management; resource mobilization and accountability/Enhancing managerial skills for efficient planning and execution/organizing Exposure visits/Skill development of Jal Mitras under ITI.
