       2. Department Overview

Brief description of the department (5-10 lines)
Irrigation Department, Government of Assam is the custodian of all the Irrigation Schemes in the District of Baksa. The Department executes the works, operate the schemes and also maintains them. Irrigation and water resources development provides the basic infrastructure for the growth of economy of the country and large investment has been made for the purpose in our country. In Baksa District, a total of 15,051 Ha of cultivable land has been irrigated through various Minor Irrigation schemes such as Flow Irrigation Schemes (FIS), Lift Irrigation Schemes (LIS), Tube Well Schemes etc. A medium irrigation scheme name “Dekadong FIS” has also been operational in the district which currently irrigates an area of approximately 1700 Ha.

Core functions and responsibilities: The primary mandate of an irrigation department is to ensure adequate and timely water supply to agricultural lands, promoting multiple cropping and improving the socio-economic conditions of farmers. This involves developing and maintaining irrigation infrastructure, such as canals, weirs and tube well for ensuring equitable water distribution. 

  • Increasing Agricultural Production-By providing timely and adequate irrigation, the department aims to increase crop yields and promote the cultivation of high-yielding varieties. 

  • Ensuring Water Security-The department strives to provide assured irrigation water throughout the year, protecting farmers from droughts and floods. 

  • Socio-economic Development-By enabling multiple cropping and increased agricultural productivity, the department contributes to the overall socio-economic development of the region, particularly for farmers who depend on irrigation. 

  • Water Resource Management-The department is responsible for managing water resources, including surface and groundwater ensuring sustainable use.

  • Water Users' Associations-The department often plays a role in assisting farmers in forming Water Users' Associations (WUAs), which can improve water management and distribution. 

 

Main objectives: The main objective of this department is to supply of water to the paddy field by some measures like constructing Dam,Head Regulator,Cross Regulator, Earthen/RCC Canal,Field Channel,Distribution Chamber etc. for smoothly  irrigate the crop field area and it helps the farmers constantly.

 

          3. Roles and Responsibilities

Executive Engineer

Overall Divisional Head,Executive In-Charge of all works.

Assistant Executive Engineer(TC)

1.Technical study of all official estimates coming from Sub Divisions.2.Assists in the preparation and processing of contract documents and evaluates bids for approval by higher authorities.3.Drafts replies to any querry s and prepares periodic progress reports for the Executive Engineer. 

Assistant Executive Engineer

1. Act as the primary field level manager responsible for a specific geographical or functional sub division within an engineering department.2.Moreover they have to conducts site surveys and detailed investigations to prepare engineering designs and plan estimates for new works. 3. Directly supervises the construction and maintenance of infrastructure to ensure compliance with Indian Standard (IS) Codes.

Assistant Engineer/Junior Engineer

In charge of a Section, responsible for daily supervision, surveys and billing.

Accounts Officer

Manages financial transactions and ensure audit compliance.

           6. Schemes & Programs 

         1. PMKSY – HKKP

           Full: Pradhan Mantri Krishi Sinchayee Yojana – Har Khet Ko Pani

           Description

  •  14 nos. of Schemes has been sanctioned under this program which will cover a total potential of approximately 4000 Ha upon completion.
  • Aims to expand irrigation coverage and provide assured water to every farm through canals, surface irrigation, and groundwater structures.

     Beneficiaries

  • Farmers in rain-fed and water-scarce areas
  • Farmer groups, Water User Associations

    Eligibility

  • Farmers within command area of approved irrigation projects
  • Landowners / recognized cultivators under project area
  • Undertaking for multiple cropping etc.

      2. SOPD

      Full: State Owned Priority Development Scheme

      Description

  • State government funded scheme for priority infrastructure such as irrigation projects, roads, and public assets.

     Beneficiaries

  • Farmers and rural communities
  • Irrigation command area villages

     Eligibility

  • Projects approved by State Government departments
  • Areas identified for priority development
  • Undertaking for multiple cropping etc.

 


      3. NABARD Irrigation Support

      Institution: National Bank for Agriculture and Rural Development

      Description

  • Provides financial assistance and loans for rural infrastructure including irrigation through RIDF and other funds.

     Beneficiaries

  • State governments
  • Farmers, irrigation departments, rural communities

     Eligibility

  • Projects proposed by State Government / agencies
  • Viable rural infrastructure and irrigation projects
  • Undertaking for multiple cropping etc.

      4. PM-KUSUM

       Full: Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan

      Description

  • Promotes solar energy in agriculture by installing solar pumps and grid-connected solar power plants.

      Beneficiaries

  • Farmers
  • Farmer cooperatives / Panchayats

     Eligibility

  • Farmers with agricultural land
  • Areas suitable for solar pump installation or solar plants.
