The Baksa Soil Conservation Division is under the administrative control of theDirector of Soil Conservation, Government of Assam,and at the council level under the Additional Director cum Council Head of Department (CHD), Soil ConservationDepartment, Bodoland Territorial Council (BTC), Kokrajhar.
Divisional Office: Divisional Soil Conservation Officer, Assistant Soil Conservation Officer, Soil Conservation Ranger, Junior Engineer, Ministerial Staff, Field Staff.
Range Office & Beat Office: Range Officer, Beat Officer, Field Staff.
In Baksa District: 2 Range Offices (Jalah Soil Conservation Range, Jalah &DhamdhamaSoil Conservation Range, Baganpara) and 1 Beat Office (BaramaSoil Conservation Beat Office, Barama).

The scope of project implementation by the Divisionis under the aegis of:
WDC‑PMKSY (Watershed Development Component - Pradhan Mantri Krishi Sinchayee Yojana), North Eastern Council (NEC), Rural Infrastructure Development Fund (RIDF), State Owned Priority Development – General (SOPD-G), State Owned Priority Development – Bodoland Territorial Council (SOPD-BTC), State Owned Priority Development – Tribal SubPlan (SOPD-TSP), State Owned Priority Development – Scheduled Caste SubPlan (SCSP), State Disaster Mitigation Fund (SDMF), Disaster Risk Reduction (DRR), etc.

Soil Conservation & Water Harvesting – Check dams, farm ponds, rainfed/eroded land treatment.
Water Distribution Infrastructure – Earthen/brick/RCC canals, culverts, etc.
Gully Control & Soil Erosion Protection – RCC check dams, drop spillways, bamboo palisading, gully plugging, slope stabilization.
Stream/River Bank Protection/River Training Project (RTP) – Geo‑net plantation, boulder revetment, spurs, masonry/RCC retaining walls.
Land Reclamation Projects – Reclaiming degraded/flood‑affected land.
Flood Mitigation– Through various measures, such as drainage improvement, water diversion structures, bio‑engineering, etc.
Drought Resilience of Dong System – Strengthening traditional dong irrigation channels.
Wetland Development – Conservation, fishery promotion, biodiversity enhancement.
Nature Conservation & Afforestation– Protective afforestation, roadside/household plantation.
Biodiversity Enhancement – Nature parks, butterfly parks.
Land Development – For protection of agriculture, habitation, and infrastructure.
Eco‑Tourism & Pasture Development– Development of eco‑tourism sites, pasture land.
The Baksa Soil Conservation Division, Mushalpur, serves as a key implementing agency for soil and water conservation, watershed development, and ecological restoration programmes, thereby ensuring sustainable management of natural resources and strengthening resilience, as well as socio‑economic empowerment of the people and communities of Baksa District.
